Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM on Monday, 20 August 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes
Regular Meeting 6 August 2012 and Special Meeting 6 August and Special Meeting 10 August 2012
Selectman Sibley moved to accept the minutes of the Regular Meeting of 6 August 2012 and Selectwoman Nosal seconded the motion.  Selectman Sibley stated that he would like to thank the recording secretary for capturing all the public comments in a very easy to read fashion.  SO VOTED.  Selectwoman Nosal moved to accept the minutes of the Special Meeting of 6 August 2012 as presented.  Selectman Sibley seconded the motion.  SO VOTED.   Selectman Sibley moved to accept the minutes of the Special Meeting of 10 August 2012.  Selectwoman Nosal seconded the motion.  SO VOTED.

3.  Appointments
Joanne DeCamillo (U) – Historic Commission – 5 Year Term to January 2016
Selectman Sibley moved to appoint Joanne DeCamillo as a regular member to the Historic Commission for a 5-year term ending in January 2016.  Selectwoman Nosal seconded the motion.  SO VOTED.


4.  Old Business
a. Doreen Day – 32 Grandview Ave., Waiver of Sec. 25-5 Ordinance
Selectman Sibley moved to table this item under Old Business (a).  Selectwoman Nosal seconded the motion.  SO VOTED.

b. Landfill Closure Update
First Selectwoman Reemsnyder stated that there are meetings every two weeks and the last meeting was this past Thursday.  Don Rutty and Dan Adanti will serve on the Committee with First Selectwoman Reemsnyder.  The Committee met with representatives from ET&L Construction and Matt Brown from Anchor Engineering to review the project.  Things are proceeding as expected and two change orders have been approved.  This should be completed by the end of October or sooner.



5.  New Business
a. Dredging Study RFP for Harbor Management Commission – Ned Farman
Ned Farman and Steve Ross of the Harbor Management Commission, along with consultant Geoff Steadman, reviewed the RFP for a Phase One Dredging Study to be done on the Black Hall and Four Mile Rivers.  The Commission did receive a grant from the State of Connecticut for $200,000 last year for the study.  In the Commission’s opinion this funding should cover all of Phase One and hopefully all of Phase Two.  Steve Ross stated that the likelihood of obtaining more State funding to complete the project (Phases Three and Four) will be greater since a State grant will be used to complete the first phases.

Selectman Sibley moved that the Town publish the RFP for the Dredging Study.  Selectwoman Nosal seconded the motion.  SO VOTED.

b. Woodcrest Estates
The Planning Commission has referred the acceptance of Woodcrest Drive as a Town Road  to the Selectmen’s attention.  The Town’s Engineer did a site visit and in a letter to First Selectwoman Reemsnyder he listed the items that needed to be completed before the road could be considered to be accepted by the Town.  There was a discussion and it was determined that First Selectwoman Reemsnyder will clarify the width of town land off of this road before the next Selectmen’s meeting and hopefully a decision will be made then.

c. Gregory DiMichiel, 62-6 and 62-8 Brighton Road, Waiver of Sec. 25.5 Ordinance
Tony Hendriks, registered land surveyor, spoke to the Selectmen regarding Gregory DiMichiel’s request for a waiver of Sec. 25.5 Ordinance.  First Selectwoman Reemsnyder questioned if the Ordinance applied to this property and would like this clarified before any decision is considered.

d. Sound View Commission Parking Fee Recommendations
The Sound View Commission held a special meeting to address the parking fees for Hartford Avenue and made a recommendation to the Selectmen.  The Commission recommends adjusting on-street parking fees from $25 (full day), $15 (half day) and $10 (2 hours) on weekends and holidays to $15 (full day) and to $10 after 1:00 pm, and on weekdays to $10 (full day) and to $5 after 1:00 pm.  A request was also made to the Selectmen from a citizen asking the Selectmen to consider lowering the parking fees to a flat fee of $5 for the rest of the season.

Selectman Sibley moved to accept the recommendation made by the Sound View Commission for weekend and weekday parking fees.  Selectwoman Nosal seconded the motion.  Selectman Sibley amended his motion to allow flexibility to Officer Heinssen to adjust the rates according to the day.  SO VOTED.  The original motion was voted on.  SO VOTED.



e. Resolution: September 2012 – Leukemia, Lymphoma, Myeloma Awareness Month
Selectman Sibley moved that the Board of Selectmen approve the resolution recognizing September 2012 as Leukemia, Lymphoma and Myeloma Awareness Month.  Selectwoman Nosal seconded the motion.  SO VOTED.

6. Public Comment
Deb Corto, of Lenny’s on the Beach, expressed her disappointment in the decision to only reduce the fees for street parking on Hartford Ave.  She suggested that a police cruiser could be put in the town parking lot rather than parked at the end of Hartford Ave.  She also expressed concern over the loss of parking spaces since 2010 in the town parking lot.
Melissa Corto, also of Lenny’s on the Beach, asked how the Town intends to advertise the reduced parking fees, and questioned the credibility of the Sound View Commission, based on the validity of the types of research done.  She also referred to several recommendations in the Haviland Report, an economic study of the Sound View area done in 2000.

7. Other Business

Selectman Sibley stated that the Town will continue to work through the problems at Sound View and felt that there has been great progress so far. He asked for data on Sound View, such as a comparison of parking tickets, DUI arrests, etc.
Selectwoman Nosal thanked Melissa Corto for doing a really nice job.
First Selectwoman Reemsnyder stated that tomorrow a Millstone Drill would be conducted with FEMA in attendance.
The next Board of Selectmen's Meeting is scheduled for Tuesday 4 September 2012 at 7:30 PM.  

9. Adjournment
Selectman Sibley moved to adjourn the meeting at 9:13 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
